Paul Morrell OBE is a chartered quantity surveyor and former senior partner at Davis Langdon. He served as the UK Government's first Chief Construction Adviser from 2009 to 2012, where he championed sustainability, efficiency, and the adoption of Building Information Modelling (BIM) across public sector projects. 

Morrell has held leadership roles at the British Council for Offices and the Commission for Architecture and the Built Environment and was appointed OBE in 2009 for his services to architecture and the built environment. Paul was appointed and co-led the Independent Review of the Construction Product Testing Regime, announced by the government in April 2021.  He continues to influence industry standards through his work on training boards and construction product testing reviews.
