Hywel Davies is an independent expert in building safety regulation and building performance and is Head of Technical Insights for the Chartered Association of Building Engineers on a part time basis.

In recent years his work has focussed particularly on Building Regulations and building safety reform, on construction product testing, certification and regulation. He has also worked extensively on ventilation and health risks in buildings and on net zero buildings. He has been closely involved in the development of the new building safety regime and its practical implementation, in particular leading the working group that developed the recent CLC guidance on the Golden Thread. He chaired the expert group review of the Approved Documents which contributed to Dame Judith Hackitt’s independent review and he was a contributor to the Morrell Day review of construction products and testing. He is a member of the Building Advisory Committee of the Building Safety Regulator.

He is closely involved in development of British, European and International standards for digital information management and data exchange, chairing the BSI committee.
